During its meeting Tuesday night, the Edinburg City Council approved a contract of $393,358 with Golder Associates Inc., a construction consulting company from Houston, for quality assurance of the city’s landfill.
The services include analysis and reporting of Edinburg’s groundwater, gas and leachate, as well as its submittal to the Texas Commission on Environmental Quality, as required by Title 30 of the Texas Administrative Code, which requires cities to conduct semiannual tests. The city also contracted Golder Associates to test the regional landfill, located at 8601 Jasman Rd., for quality control and assurance.
The money for this contract comes from the Solid Waste Management 2017-2018 operating budget.
During the meeting, Halff Associates, an engineering consulting firm located in McAllen, presented a City of Edinburg Pedestrian and Bicycle Master Plan.
Ponciano Longoria spoke on behalf of Halff Associates. He said this would be a good investment for the city.
“We inspected the entire city limits to determine where bicycle trails, bicycle routes and additional walkways are needed in our city,” Longoria said.
The plans includes additional bike and pedestrian paths along Mon Mack, Chapin, Schunior, Sprague, Sugar and Freddy Gonzalez streets.
Cristian Metz, the lead planner on record, explained the plan not only incorporates the city limits, but also goes into territorial jurisdiction.
“The planned document had one specific goal,” Metz said. “The goal is to transform our roadway network over time [from] one that is focused solely on motor vehicles to a multimodal road network.”
Mayor Richard Molina said the city has not invested any money into this project.
“It was just an assessment for now, which we were trying to get to the bottom of,” Molina said. “It looks like it’s just in the preplanning stages more than anything.”
Once it gets past the preplanning stage, there will be a future meeting that will include the potential cost.
